City mulls alley closure 2 weeks after collapse

       A collapsed retaining wall behind the Colorado City Creamery ice cream store may force the city to close the dirt alley between 26th and 27th streets.

       Stuart King of City Engineering said the city is “considering a temporary closure” and plans to have technical staff take a closer look at the problem. “If we find there is an immediate danger, we would close the alley right away,” he said.
       Supported by landscape timbers, the nearly sheer wall had been in place for an unknown number of years until about two weeks ago, when it fell apart after the rains of early September. Two heavy trucks were also seen on it not long before that, according to Creamery owner Carrie Burris,
       The result was about 10 timbers, along with a ton or so of dirt, slumping into the upper end of the paved parking lot between the alley and the back of the Creamery. Two of the timbers wound up wedged onto the Creamery dumpster, preventing access to it, said Burris, who leases the property.
       A restaurant a few blocks to the west, Jake & Telly's, has been letting the Creamery use its dumpster in the meantime, Burris said.
       The parking lot remains accessible, and the store is still open.
       King said that while he has not searched exhaustively through back records, the collapsed retaining wall does not look like anything the city would have built. “At some point, someone modified the land adjacent to the alley, presumably to enlarge the parking area,” he said. So, barring new information, his opinion is that any repairs would be the responsibility of the property owner, not the city.
       As for closing the alley, even temporarily, King said he is aware that doing so would affect other individuals, including a Pikes Peak Avenue homeowner who uses the alley for personal parking access and a business with trash cans in the alley.
       Burris said she has contacted her landlord. The name on the County Assessor's website is SAK Investments LLC, in Camarillo, California. A statement from SAK was not available at press time.
