Project COPE funds running out

       For the first time since the program started more than 20 years ago, Project COPE funds are on the verge of running out, according to Colorado Springs Utilities.
       COPE stands for Citi-zens Option to Provide Energy - a program that helps low- and fixed-income people pay utility bills and thereby avoid having services disconnected.
       Implemented by Care & Share, Project COPE is funded by donations from citizens. This year the program is expected to distribute $347,000 to more than 2,000 families.
