Letter: Will Utilities' rate hike continue when Drake reopens?

       I can understand the need to purchase electricity for outside sources to satisfy the needs of the community. What is not mentioned in this article [“Utilities to seek 7.4% rate hike to cover interim cost of replacing Drake power,” posted on the Westside Pioneer website May 15, 2014] is the question of what happens to this rate increase when the Drake station is rebuilt. Will the rate hike continue? Is the utility company mentioning the length of time that this rate hike is going to last? Will this issue be addressed by City Council?
       While I understand a temporary rate increase, I also see the potential for a rate hike to continue beyond its need. Is Colorado Springs Utilities even mentioning anything about this?
