Use California law to slow scrappers
       Regarding the metal scrappers, California has a successful program in which scrap yards do not pay sellers on the spot for metal. Instead, a check is mailed after three days to the seller’s home address. This provides time for thefts to be reported, deters small-time thieves and creates another source of information if there is a theft. That ought to be worth a try here.
